台風19号の被害、お見舞い申し上げます。(I would like to express my sympathy to the victims of Typhoon No. 19.)

 台風19号は各地に非常に多くの被害をもたらしました。台風19号が来る前は、最大風速60mと予想されて、強風の被害が心配されていました。しかし、蓋を開けてみると豪雨による堤防の決壊、河川の氾濫による被害が非常に大きくなりました。10月15日の国土交通省の発表によりますと、長野や宮城など7県の47河川66カ所で堤防の決壊が確認されたそうです。私の友人が渡良瀬遊水地付近に住んでいて、台風通過後の渡良瀬遊水地の写真を送ってくれました。普段なら、遊歩道の4-5m上に掲げられている白いハートマークが水面上に現れていました。実際、後3mくらい水位が上昇していれば、渡良瀬遊水地も決壊していたかもしれません。今回決壊しなかったのは、やはり渡良瀬遊水地を造った人たちの知恵と幾ばくかの幸運でしょう。私が住む真鶴地区は河川が無く、坂の多い町なので、崖崩れの心配がありました。幸い、大きな崖崩れは無かったのですが、近隣の箱根に大きな被害がありました。箱根登山鉄道の線路が崖崩れで寸断され、箱根湯本―強羅間が不通となっています。線路の枕木ごと、崩れ落ちたようでした。人気の観光地だけに早く復旧してくれることを願います。

 


 今回の河川の決壊から、大量の泥水が流れ出しました。本当に濁った泥水の今後が心配です。浸水した場所からポンプ車等を用いて水を吐き出せば、水は無くなりますが、泥は残ります。泥は多くの有機物を含んでいるため、家屋からの流出物と共に腐り始めます。悪臭や害虫の発生が懸念されます。発展途上国では、洪水後に腸チフスやコレラが流行するそうですが、日本では大丈夫だと信じたいです。一方で、泥の中を動き回って何かを運んだり、探したりする場合、破傷風に気を付けて欲しいです。知らず知らずのうちに足に傷が出来ていて、そこから感染する可能性があるからです。被災地の皆さま、どうかご注意を。

 


 今回の被害の概要を把握することは、決壊箇所の対応や救助の漏れを防ぐためにも大変大切なことだと思います。その中で、空中ドローンが活躍しているみたいです。河川の氾濫やがけ崩れ、倒木で道路が寸断されている場合、災害現場には中々たどり着けません。また、ヘリコプターも数に限りがあります。もちろん、空中ドローンは様々な規制がかけられて、中々容易に運用することは困難です。しかし、このような災害時は、積極的に規制解除を行って欲しいと思います。ただ、空中ドローンは多くの機種で30分前後と飛行時間が短く、雨天時には使用が困難です。二次災害を防ぐためにも、空中ドローンの運用は、慎重さが必要でしょう。未だに14名の行方不明者がいます。川や池は、泥水で視界が悪く、衛生的にも悪い場所です。捜索にダイバーを投入せずに、水中ドローンの活用を推薦したいと思います。機動性が高く、映像で記録できるため、捜索のお手伝いができるでしょう。

The Manaduru area where I live is not a river and has many slopes, so I was worried about landslides. Fortunately, there were no major landslides, but there was great damage to the nearby Hakone. The Hakone Tozan Railway track was cut off by a cliff and the area between Hakone Yumoto and Gora is closed. Every sleeper on the track seemed to collapse. I hope that only popular sightseeing spots will be restored soon.

A large amount of muddy water flowed out of this river collapse. I am worried about the future of really muddy water. If water is discharged from a flooded place using a pump car etc., water will disappear but mud will remain. Since mud contains a lot of organic matter, it begins to rot with spills from the house. There is concern about the generation of odors and pests. In developing countries, typhoid fever and cholera are prevalent after floods, but I would like to believe that in Japan it is ok. On the other hand, if you move around in the mud to carry or look for something, I want you to be aware of tetanus. It is because there is a possibility that the leg is injured without knowing it and it can be transmitted from there. Please pay attention to the people in the affected areas.

I think it is very important to grasp the outline of the damage this time in order to deal with the breakage point and prevent the leakage of rescue. The air drone seems to be active in that. If the road is severed by river flooding, landslides, or fallen trees, you will not be able to reach the disaster site. Helicopters are also limited in number. Of course, aerial drones are subject to various regulations and are difficult to operate. However, I would like you to positively deregulate in the event of such a disaster. However, aerial drones have a short flight time of around 30 minutes on many models and are difficult to use in the rain. In order to prevent secondary disasters, the use of air drones should be cautious. There are still 14 missing people. Rivers and ponds are poorly visible due to muddy water and are not hygienic. I would like to recommend the use of underwater drones without investing divers in the search. Because it is highly maneuverable and can be recorded in video, it will help you in your search.
