国立科学博物館がクラウドファンディングを開始しました。
国立科学博物館は、東京上野にある日本で最も歴史のある博物館の一つです。多くのイベントを行っていて、恐竜展や深海展など子供に人気の催し物では、非常に多くの入場者を記録していました。深海展では、私もカイコウオオソコエビ標本を展示にお貸ししました。しかし、昨今の光熱費の上昇や新型コロナウイルスの流行による入場者の減少により、運営資金が不足していまいました。化石などの貴重な資料は、温度と湿度を一定に保たないと棄損する可能性があります。資料の保存には、莫大な経費がかかるでしょう。そのため、約１億円を目標にクラウドファンディングを開始しました。寄付者には、収蔵庫のツアーや標本のレプリカなどの返礼品を予定しているそうです。
国立の博物館に似合わないクラウドファンディング
ただ、個人的には国立科学博物館がクラウドファンディングを行うことに違和感があります。国立の機関である以上、運営経費は全て国の予算と入場料に依存しています。日本国は１億円の特別予算も組めないほど、疲弊しているのでしょうか？科学技術立国を掲げる日本が、科学技術関連予算を出し渋る状態は、異常とも言えます。科学技術立国というお題目は、既に骨抜きにされているのでしょう。国会議員は、海外研修という名の海外旅行には３０億円の予算は組めても、国立科学博物館に１億円の特別予算を組むのは嫌なのでしょう。
それは「２位じゃダメなんですか」から始まりました。
２００９年の民主党政権で「事業仕分け」が行われました。この時、スパコン予算に対する蓮舫参議院議員の発言でした。その結果、スパコン予算は凍結されてしまいました。そして、科学技術関連予算もまた削られました。それまで自民党政権では、科学技術関連予算は聖域となっており、年々増加していました。民主党政権になって科学技術関連予算が削られると、自民党政権に戻っても削られ続けました。その結果、科学技術関連予算は減少の一途を辿り、日本の大学や研究所は困窮を極めたのでした。すると、論文の掲載本数は減少し、アメリカに届くどころか、中国にも抜かれてしまったのでした。
ドローンはほとんど中国製です。
日本が科学技術で後れを取っていることは示す良い例は、ドローンです。今、日本で販売されている飛行ドローン、水中ドローンのほとんどは中国メーカーの物です。ドローンは最新技術の結晶であり、先端機械の一つと言えるでしょう。そのドローン産業の中で、特に水中ドローンは、日本メーカーの影はありません。科学技術関連予算が削られ、大学発ベンチャーなどの余力がなくなり、ドローンのような挑戦的な試みが出来なくなってしまったのでしょう。今後、日本が科学技術立国となるのは、難しいかもしれません。

The National Museum of Nature and Science is one of the oldest museums in Japan, located in Ueno, Tokyo. They hold many events, such as the Dinosaur Exhibition and the Deep Sea Exhibition, which are popular with children, and have recorded a very large number of visitors. At the deep-sea exhibition, I also lent a specimen of the giant prawn to the exhibition. However, due to the recent rise in utility costs and the decrease in the number of visitors due to the epidemic of the new coronavirus, there has been a shortage of operating funds. Valuable materials such as fossils may be damaged if the temperature and humidity are not kept constant. Storing data will cost a lot of money. Therefore, we started crowdfunding with the goal of about 100 million yen. Donors are expected to receive gifts such as tours of the collection and replicas of specimens.
Crowdfunding that doesn't suit a national museum
However, I personally feel uncomfortable with the National Museum of Nature and Science doing crowdfunding. As a national institution, all operating expenses are dependent on the national budget and admission fees. Is Japan so exhausted that it can't even put together a special budget of 100 million yen? It can be said that it is abnormal for Japan, which advocates a science and technology nation, to be reluctant to provide science and technology-related budgets. The theme of becoming a science and technology nation has already been watered down. Members of the Diet can put together a budget of 3 billion yen for overseas trips in the name of overseas training, but they probably don't want to put together a special budget of 100 million yen for the National Museum of Nature and Science.
It started with, "Isn't second place bad?"
In 2009, the Democratic Party of Japan (DPJ) government conducted a “business screening”. At that time, Renho, a member of the House of Councilors, made a remark about the supercomputer budget. As a result, the supercomputer budget was frozen. And science and technology budgets were also cut. Until then, under the LDP administration, science and technology-related budgets had been a sanctuary, increasing year by year. When the government of the Democratic Party of Japan cut the budget for science and technology, it continued to be cut even after the government of the Liberal Democratic Party returned to power. As a result, science and technology-related budgets continued to decline, and Japanese universities and research institutes faced extreme hardship. As a result, the number of papers published decreased, and instead of reaching the United States, China overtook us.
Drones are mostly made in China.
Drones are a good example of how Japan is lagging behind in technology. Currently, most of the flying drones and underwater drones sold in Japan are from Chinese manufacturers. Drones are the crystallization of the latest technology and can be said to be one of the most advanced machines. Among the drone industry, there is no shadow of Japanese manufacturers, especially underwater drones. Science and technology-related budgets have been cut, and there is no more spare capacity for university-launched ventures, making challenging attempts like drones impossible. It may be difficult for Japan to become a science and technology nation in the future.
